The 8-Week Arc Most BTO Renovations Follow
Most Singapore BTO renovations that finish on schedule follow a tight 8-week arc. Miss the sequencing and you end up paying double rent or delaying your move-in. From getting the keys to finally moving in, the entire process typically spans 3 to 5 months depending on flat size and design complexity.[reference:37]
Painting is one of the last major trades to enter, but it is planned from the start — because the painting schedule is determined by what happens in weeks 1 through 7.
Week 0: Keys Collection and Defects Inspection
You walk through the flat with an HDB officer, noting every defect: hairline cracks, missing tiles, sticky sliding doors, uneven screed. This triggers the 12-month Defects Liability Period (DLP), during which HDB fixes anything on the list at no cost. Your contractor should not touch anything on that defects list, because HDB will disclaim liability once a third party has worked on it.[reference:38]
Weeks 1–2: Design Lock and HDB Permit
You finalise your interior designer or contractor and sign the contract. Your contractor files the HDB renovation permit via the MyHDBPage portal. Typical turnaround is around 3 working days, assuming the scope is within HDB's renovation guidelines — though the permit can take 1 to 3 weeks to arrive depending on the application.[reference:39][reference:40]
Hacking, demolition and tile works cannot begin until the permit is approved.[reference:41]
Weeks 3–5: Hacking, Wet Works and Electrical First-Fix
This is the noisiest, dustiest phase: tile hacking, waterproofing membranes in bathrooms, plumbing rough-in, LEW-supervised electrical rewiring and air-conditioning trunking.[reference:42]
This is where the 3-year hacking rule matters. HDB restricts hacking of any internal walls in a new BTO flat for the first three years from key collection, and restricts certain floor-finish works within that same window. Violating this is the single most common reason BTO owners get a stop-work order.[reference:43]
Hacking for a typical 4-room HDB flat usually takes three to five working days; the broader hacking and masonry phase can run one to two weeks.[reference:44]
Weeks 6–7: Carpentry, Tiling and Painting
Built-in wardrobes, kitchen cabinetry, feature walls and full tiling go in. Carpentry is usually 35–50% of a Singapore BTO budget, so this is where the money shows.[reference:45]
Painting happens after carpentry installation and tiling are complete, but before final fixtures and air-con servicing. This sequence matters: painting after carpentry avoids paint on new cabinets, and painting before final cleaning means the cleanup removes paint dust rather than spreading it onto finished surfaces.
For a BTO, painting is usually two coats of emulsion over developer-applied surfaces, plus any feature walls and ceiling painting. If you are upgrading to anti-mould or washable paint in bathrooms and kitchens, specify it at quotation stage so the correct primer and number of coats are included.
Week 8: Second-Fix, Cleaning and Handover
Air-con servicing, sanitaryware installation, light fittings, final electrical test-and-commission, professional cleaning and your walk-through snag list. Painting touch-ups should be completed before the final clean, not after.
Where Painting Fits: A Simple Rule
Paint after the dusty trades (hacking, wet works, electrical first-fix) and after carpentry installation, but before final fixtures, air-con servicing and professional cleaning. If you paint too early, dust settles on wet paint and the finish is compromised. If you paint too late, you delay handover.
How Long Painting Itself Takes
A full BTO repaint typically takes 2–4 days depending on flat size, number of colours and whether ceilings and feature walls are included. Anti-mould systems and premium paints may add a day for additional coats and longer drying times. This is a small fraction of the 8-week arc, but it sits on the critical path — a delayed painting start delays handover.
ASIL WORKS coordinates painting with your contractor's schedule, works around carpentry installation, and completes touch-ups before the final clean so your handover date holds.
